SIGNED CONTRACT WORTH 87 MILLION EUROS!  Reconstruction and modernization of the railway Subotica - Horos

The contract was signed, on behalf of the Government of the Republic of Serbia, by the Minister of Construction, Transport and Infrastructure Tomislav Momirović, Acting General Director of Serbian Railway Infrastructure Nebojsa Shurlan and, on behalf of the contractor, the consortium “Karin Komerc MD doo Veternik” and “RZD International”, Krsto Dubroja .

The signing of the contract was also attended by the first deputy director of “RZD International”, Mansurbek Sultanov.

After signing the agreement, the Minister said that this is a project of special importance for the Republic of Serbia, as well as that a transparent procedure for the selection of a strategic partner has been conducted in order to implement it.

Tanjug Contract worth 87 million signed

According to him, verified partners have been chosen, the Russian company “RZD International”, which is entering this business in a consortium with the domestic company “Karin Komerc”.

Momorović said that the value of their offer, which was also the only one in the public invitation, was 10,227,146,290.06 dinars without VAT. (about 86.7 million euros).

– When the modernization and reconstruction is completed, it will be one of the most modern electrified European railway sections, with which trains will travel at speeds up to 120 km / h with the most modern accompanying equipment and signal and safety systems – said the minister.

He added that the reconstruction of station buildings in the stations Palić, Bački Vinogradi and Horgoš, the stops Javno Skladište and Hajdukovo, as well as the reconstruction of 13 level level crossings and 2 underpasses are also planned.

The deadline for completion of works is 14 months from the introduction of the contractor.

The process of modernization of the civil service system started in 50 municipalities and cities in Serbia

All 50 cities and municipalities in Serbia that have received support from the Council of Europe and the European Union for the professional development of employees and the establishment of human resource management systems in local self-government have started their one-year process of modernizing civil servants system.

This process of promoting work in 50 local governments is part of the European Union and Council of Europe ‘Human Resources Management in Local Government – Phase 2’ program, which will last until the end of 2021 and which aims to create a modern system of public service based on skills, knowledge and skills in line with European standards and principles of good governance in local governments.

The local self-governments involved in this program have received the so-called “communal support package” with specially developed guidelines and procedures for improving personnel management in local self-government. This means that they will be supported by advisers from the Council of Europe until the end of 2020 to change the system of human resource management. This process includes a number of activities that help improve the quality of work in the administration in general and make the administration a good service to citizens and business.

In the initial phase of implementing the “municipal support packages”, an impact assessment was first carried out in the area of ​​human resource management in all local governments and operating plans were developed to improve the following areas: organization and planning of human resources, recruitment, professional development and training of employees, employee evaluation , Disciplinary and grievance procedures, and communication skills, ethics, values ​​and corporate culture.

The support package of the Council of Europe and the European Union currently consists of the following local governments: Aleksinac, Bac, Bajina Basta, Becej, Backa Palanka, Beocin, Belgrade, Bujanovac, Cacak, Choka, Golubac, Kikinda, Knjazevac, Kovin, Kragujevac, Kraljevo, Krusevac , Leskovac, Loznica, Medwedja, Niš, Nova Varos, Novi Pazar, Novi Sad, Palilula (Niš), Pancevo, Petrovac na Mlavi, Pirot, Plandiste, Presevo, Priboj, Prokuplje, Raska, Sabac, Smederevo, Sombor, Srbobran, Sremska Mitrovica, Surcin, Svrljig, Trstenik, Tutin, Uzice, Valjevo, Veliko Gradiste, Vrnjacka Banja, Zabalj, Zajecar, Zemun (Belgrade), Zrenjanin.

In addition to implementing the municipal support package, these local governments can participate in a special grant for funding (up to € 30,000) to implement organizational changes and improvements in their local administrations.

The program “Human Resource Management in Local Self-Government – Phase 2” worth EUR 4 million is jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe in cooperation with the Ministry of Public Administration and Local Government Self-Government (MPALSG) and the Permanent Conference of Cities and Towns (SCTM).
