The formation of the Councils of the Central Commission of Kosovo has resumed the clashes between the chairwoman of the CEC, Valdete Daka and the representatives of the Vetëvendosje Movement in this institution.

While the members of Vetëvendosje Movement have requested that the formation of the CEC Councils be done only when the composition of the CEC is complete, but that it is not supported by other CEC members.

LVV members in the CEC, Sami Kurteshi and Alim Rama, have been against the CEC chairwoman Valdete Daka to continue chairing the Council for Foreign Relations, because according to them under her chairmanship this Council has not held any meeting.

Kurteshi said that he has been a member of this Council and they have never held a meeting, while he said that he is against the CEC chairwoman Valdete Daka being a member and leading this council.

“I am a member of this Council and for more than a year we have not held any meeting, no meeting. The Council for Foreign Relations means all persons who are outside the CEC and have had meetings. Not only from abroad because if we define this outside of Kosovo, someone can tell me that it is not, but it is something else. There have been meetings, you, Mr. President, have had meetings, you have held meetings with people from outside, even this institution, this Commission has never been informed about them. “If you understand outside, outside Kosovo, I can say extraterrestrial, but I agree with Mr. Rama and not only I agree, but I think and I am against Mr. Valdete Daka to lead the Council for Foreign Relations”, he said.

CEC Chairwoman Valdete Daka reacted to him, saying that there was no meeting because during 2020 no international conference or any international meeting was held.

“First you have to know what role this Council has, this Council has no role, I was informed about my meetings as a representative of the CEC, as you said the invitations that are made to me as chairwoman of this institution are invitations that address me as the head of this institution, while this Council has existed and exists for other issues not to inform you of my meetings, which I do not keep secret. “What you do not want to be the chairman of this is your personal desire, I personally expressed my interest to be part of this Council and also to chair this Council since I have chaired it before”, she said.

The other member of LVV in the CEC, Alim Rama, addressing the chairwoman of the CEC said that she has lost credibility to be the head of this institution.

“You have lost credibility by being a member of the non-chairing CEC. “So, on the other hand, we do not have a report from the Council on Foreign Relations and the same composition from a Council that has not submitted any report,” he said.

The clash continued even at the moment when the CEC chairwoman Valdete Daka started to put the names of the members for the CEC Councils to the vote.

LVV member in the CEC, Sami Kurteshi, said that the members of these Councils are decided only when it is the full composition of the CEC.

But, let this work, this vote is political, the attempt to defend what has been, is not defended. The chairwoman of the Central Election Commission (CEC) Valdete Daka in an interview for Ekonomia Online said that it is obvious that the country definitely needs electoral reform.

Daka says that they have the most problems regarding voting outside Kosovo and the list of voters.

“This issue has already been discussed many times and it is very evident that we definitely need an electoral reform, especially for the issues that have brought us the most problems, as voting outside Kosovo we already know about the problems that have arisen during the last elections. then the issue of voter lists and we are now seeing that Albania has completed an electoral reform and has approved some changes it is biometric identification, which would have greatly facilitated the process, but also would have increased the accuracy of voter lists and in fact had to prevent possible manipulations “.

Daka even said that their request is to make a real reform and not just try to cosmetically change the law, which according to her has not been changed since 2008.

“We have constantly asked for our request to be approved to make a genuine electoral reform, not just to try to cosmetically change the law because it is already needed and it is seen that there is a need for a deeper reform, especially considering that this year “It is the year 2021, while the election law was approved in 2008 and a long time has passed and it is probably one of the rare laws that has not changed.

International mechanisms such as the European Commission, in their annual reports on Kosovo have raised concerns about the stalemate in electoral reform.

Meanwhile, representatives of civil society have also had a constant demand for electoral reform in Kosovo.

While voting for the reforms in the Assembly, especially the constitutional ones, will need the support of minority communities, because double voting will be required, respectively for the reforms to receive 80 votes of MPs and two thirds of the votes of minorities.
