From this Monday, September 6, the new anti-COVID measures at the border come into force. All travelers who want to enter the Republic of Albania will have to meet one of these three conditions: to have a vaccination passport, where from the date of full vaccination to have at least two weeks, negative PCR test within 72 hours and finally the rapid antigen test within 48 hours or have a test of passing Sars-Cov2 infection, valid for up to 6 months after cure.

Albanian citizens residing in Albania, who return home and do not have one of the above documents, must self-insulate for 10 days and inform the health authority to perform a test at the end of the isolation period.

These new rules are also valid for those citizens who transit through Albania.

The new anti-COVID measures came after the significant increase in cases of infection in the country, as a result of the spread of the Delta variant.

In the last 24 hours, 3 victims and 896 new cases of infection were registered in the country.

New rules

Starting from September 6, citizens who enter the Republic of Albania from all border crossings must meet one of the following three conditions:

Have a vaccination passport, where from the date of full vaccination have at least two weeks.

Have a negative PCR test within 72 hours or a rapid antigen test within 48 hours.

Have proof of passing Sars-Cov2 infection, valid up to 6 months after healing.

These rules are also valid for those citizens who transit through Albania.

Children up to 6 years old are not subject to these rules

Albanian citizens residing in Albania, who return and do not have one of the above documents, must self-isolate themselves for 10 days and inform the health authority to perform a test at the end of the isolation period.

Only traveling passengers will be allowed to enter the airport building, avoiding being escorted by their family members. These passengers must strictly observe the wearing of the mask, as recommended and as this change is reflected in the protocol of normal operation of airports.

The curfew enters into force

The curfew entered into force tonight, from 22:00 to 05:00, in accordance with the measures against COVID-19 in Kosovo, from August 30 to September 13.

In the center of Prishtina, vehicles and citizens can still be seen moving even after 22:00, but not the presence of the police.

What is noticeable is that most of the citizens are equipped with masks for protection against COVID-19, but there are also those who do not do so.

According to government measures antiCOVID-19, cases of urgent nature are excluded from the curfew (to seek medical help, purchase medicines, to provide care or medical assistance, to avoid injury or to escape a risk of injury ); turnover for health, safety personnel and operators performing public works or services; night shift personnel of economic operators who ensure the functioning of the supply chain (including the transport of goods / services), but provided that they are provided with a special permit from the EDI system of the Tax Administration of Kosovo, to persons to whom the permit of special temporary, due to the event of special importance.

During the period August 30-September 13, when the new assessment of the situation is expected, citizens are obliged to wear masks everywhere, except when driving alone, or when only close family members are present in the vehicle; during running, cycling and exercise and; while eating or drinking.

Libraries, cinemas, youth centers, museums, cultural centers with groups or other similar subordinate institutions of the MCYS or Municipalities, suspend the activity until 13 September. Theaters, orchestras, ensembles, ballet are allowed to organize online performances (without the presence of the public) as well as to hold exercises.

With the new measures, it is forbidden to enter public transport vehicles without a mask. Road passenger transport operators are allowed to work using 50% of the seating capacity. While in taxis are allowed to travel up to two passengers.

Also, indoor gastronomy services are prohibited. Customer stay (food and beverage service) is allowed only in the open spaces of gastronomy premises. It is allowed to use not more than 70% of the capacity of the open space. The area is calculated for the area where food and drinks are served.

Kosovo in the last 24 hours has recorded 20 victims from COVID-19, while yesterday 36, a black record since the appearance of the first cases in March last year.

Otherwise, the delta variant of the coronavirus, present in Kosovo is much more widespread than previous variants. Its concentration is almost 1000 times higher in the nasal and oral cavities where it also becomes the most frequent spread from person to person.

“From Wednesday to Friday, it will be sunny and very warm with the highest temperature of up to 37 degrees Celsius,” it is stated in the announcement on the website of this Institute.

According to the meteorological alarm for the next three days, published on the RHMZ website, a yellow meteorological alarm was set off today for the area of ​​Western, Southeastern and Southwestern Serbia and the area of ​​Kosovo and Metohija, where thunderstorms are expected. For Eastern Serbia, the yellow meteorological alarm refers to high temperatures.

The rest of Serbia is in the green zone today.

However, tomorrow in the whole of Serbia, due to high temperatures, a yellow meteolarm will be in force, and on Wednesday, July 7, an orange one.

The law was adopted by a majority of 189 votes to one, with one abstention.

The President of the Assembly, Ivica Dačić, said that there were justified reasons for the entry into force within less than eight days from the day of its publication in the Official Gazette.

Otherwise, the amendments were not submitted, so the vote to change the law was voted in full. As Dacic said, one amendment did arrive from the Protector of Citizens, but it was not submitted in time, before the discussion began.

Minister of Health Zlatibor Loncar said that the goal is not to punish anyone, but that he wants to protect 95% of people who respect measures, do not go to birthdays, celebrate modestly, do not make weddings and weddings, and behave in accordance with the measures.

– We have before us a bill. Please consider this proposal as another in a series of measures in the fight against coronavirus. With this bill, we are shaping the legal framework – said Lončar and added that he would try to keep the epidemic under control.

Increased responsibility of citizens in the fight against the crown

The law envisages the introduction of personal protection measures and increased responsibility of citizens, for the implementation of which, in addition to the sanitary, the communal inspection and the communal militia are responsible, both for natural and legal persons.

The amount of fines for not wearing masks indoors and disrespecting physical distance will remain unchanged (5,000 dinars for individuals and from 50,000 to 300,000 for legal entities), but their application will be faster and more efficient.

In addition to the prescribed competencies of communal inspectors and militiamen, as well as clear provisions on quarantine and home isolation, the amendments to the Law also contain a section on immunization of the population.

Once the amendments have been adopted, their application shall begin eight days after their publication in the Official Gazette.

At today’s session, the Government of Serbia determined the Draft Law on the final account of the budget for 2019, which envisages total revenues and incomes realized on the basis of the sale of non-financial assets of the budget of Serbia for 2019 in the total amount of 1.328 billion dinars.

AUSTRIA EXTENDS LOCK The curfew is in force for another 10 days

The Austrian parliament extended the “lock” of Austria for another ten days today, with curfew from 8 pm to 6 am.

With the votes of the ruling parties – the People’s Party of Austria (OVP), the Greens – as well as the Social Democratic Party (SPO), the parliament accepted the proposal of the Minister of Health, Rudolf Anshober.

The extension, as stated in the statement, was necessary because the Law on Pandemic allows restrictions of freedom to only ten days.

The second lock of Austria, which has been applied since the beginning of this month, has not, for now, stopped the dramatic growth of newly infected people, so, as the Minister emphasized, an extension is necessary.

The SPO, as the only opposition party, voted in favor of the extension, but requested that data on the effectiveness of the measures be provided in the future.

Other opposition parties believe that locking up violates basic human rights.

Otherwise, the Austrian government will, as announced, consider the effectiveness of the measures so far tomorrow, so it is expected that the lock will be tightened.
