Another 2 months of detention against 19 officials of the Ministry of Agriculture in the case “Subsidy 2021” – Latest News
The Basic Court in Prishtina has extended the detention measure for another two months against 19 officials of the Ministry of Agriculture who were arrested on suspicion of misuse of subsidies.
Such a decision to extend the detention measure was taken by the judge, Naser Foniqi, on July 30, 2021.
The decision states that the suspects Bejtullah Pira, Granit Abdyli, Valon Hoti, Enver Ibishi, Blerim Mulliqi, Kujtim Zariqi, Arsim Çela, Habibe Dauti, Musa Nivokazi, Lulzim Hajdaraj, Flamur Zeqiri, Blerim Asllani, Afrim Abazaj, Daut Kabashi Bekim Shala, Gzim Morina, Kastriot Berisha, Fuat Morina The detention measure is extended for a period of 2 (two) months, so according to this decision the detention of the defendants as above will be extended until September 30, 2021.
Prosecutor Rafet Halimi, after the arrest of 19 officials, had that the value of the damage allegedly caused by the arrested goes to over one million euros.
They are suspected of having committed the criminal offenses of “taking a bribe”, “abuse of official position or authority”, “giving a bribe”, “fraud with subsidies”, “falsification of documents”, “legalization of false content” and the offense criminal “exercise of influence”.
Otherwise, on June 30, 2021, based on the request of the State Prosecutor and the order of the competent Court, as well as in coordination with the Kosovo Police, the action was carried out, as a continuation of the operation conducted on February 24, 2021, the case “Subsidy 2021” .
On the same day, 21 persons were arrested, including 14 officials of the Agency for Agricultural Development within the Ministry of Agriculture, for corruption offenses.
As for the suspects Kumrije Maxharraj and Salih Kelmendi, the detention measure was not initially imposed on them, but after the appeals in the Appeal, they were placed under house arrest.
Regarding this decision, for “Oath of Justice” lawyer Senat Elshani, defense counsel of the suspect Maxharraj said that regarding the continuation or termination of this measure for his defense has not yet received a decision from the Basic Court in Pristina.
According to the prosecution, in the case of applicants for subsidies (farmers) the same through bribery had obtained subsidies illegally, presenting false and inaccurate data or even using falsified documents in order to meet the criteria for receive subsidies.
With their actions, the prosecution is claiming that they have caused great damage to the budget of the Ministry of Agriculture.
According to the prosecution, for the suspects there is a risk of escape, destruction, concealment or alteration of evidence, obstruction of the flow of criminal proceedings, the gravity of the criminal offense and the manner in which criminal offenses are committed.
Bejtullah Pira is suspected that in the capacity of inspector in ADA, he accepted bribes of different amounts of money together with inspectors Adushe Ukshini and Valon Hoti, where Adushe Ukshini himself had stated that the amounts of money 1,2000 euros and 1,600 euros received from had divided the farmers with Pira.
Granit Abdyli is suspected that in the capacity of an official in the Directorate of Agriculture in the Municipality of Viti in co-perpetration with inspectors Adushe Ukshini and Valon Hoti had accepted bribes, where Adushe Ukshin had stated that he had given a 450 euro bribe to Abdyl.
Valon Hoti drinks is suspected that in the capacity of Inspector in ADA together with Adushe Ukshini and Valon Hoti had taken bribes, where Adushe Ukshini had stated that in four cases, more specifically the amounts of 1,000 euros, 3,200 euros, 200 euros and 400 euros split in half with Hoti.
Enver Ibishi, Blerim Bulliqi and Kujtim Zariqi, in the capacity of inspectors in ADA, in coordination with the director of direct payments Luan Statovci are suspected of having received different amounts of money, from different persons.
Arsim Cela is suspected that in the capacity of inspector in ADA, together with Kujtim Zariqi in the report of the field control had presented unrealistic situation by adding areas allegedly planted by farmer Blerim Asllani with different agricultural crops, while in reality in those areas there was grass planted, which should not be subsidized.
Habibe Dauti is suspected that in the capacity of direct payment officer he had included the person Falmur Zeriqi in the list of beneficiaries for subsidies worth over 54 thousand euros without meeting the criteria for benefit. It is also suspected that he has proceeded for payment illegally for other farmers: Kastriot Berisha has benefited close to 250 thousand euros, Fuat Morina close to 110 thousand euros Gzim Morina over 45 thousand euros, Bekim Shala close to 84 thousand euros and Arlinda Seferi has benefited close to 97 thousand euros.
Musa Nivokazi is suspected that as an inspector in ADA together with inspector Lulzim Hajdaraj had added unrealistic area for various farmers, damaging the Kosovo budget by about 10 thousand euros.
Lulzim Hajradaj is suspected that in the capacity of inspector in ADA he had accepted bribes in coordination with Luan Statovci, causing damage to the budget of about 10 thousand euros.
Blerim Zeqiri is suspected of having submitted false documentation to benefit about 55 thousand euros, while Blerim Asllani is suspected of having benefited 41 thousand euros.
Afrim Abazaj is suspected that from the office of the director of direct payments Luan Statovci, he shares the amounts of money received from different farmers with Statovci.
Halil Krasniqi is suspected of having profited close to 120 thousand euros by submitting false documentation, and it is suspected that he bribed Salih Statovci in two cases of 10 thousand euros to influence his brother Luan Statovci to include him in the list of beneficiaries .
Daut Kabashi is suspected that in the capacity of an official in the Directorate of Agriculture in the Municipality of Istog / Istok he had accepted bribes of different amounts of money in coordination with Luan Statovci,
Bekim Shala is suspected that by submitting incorrect data he had benefited the amount of money in three cases worth over 105 euros, and has also applied on behalf of his wife Arlinda Seferi and has benefited over 96 thousand euros.
Salih Kelmendi is suspected that in the capacity of inspector in the Municipality of Peja he had accepted a bribe of 10 thousand euros from Bekim Shala and had helped him to arrange the documents for application for subsidies so that Shala would benefit over 105 thousand euros and over 96 thousand euros .
Gzim Morina is suspected that by giving incorrect data he had benefited close to 60 thousand euros, while Kastriot Berisha is suspected to have benefited in three cases the amount over 373 thousand euros.
Fuat Morina is suspected of having benefited over 118 thousand euros with forged documents, while Kumrije Maxharraj is suspected of cheating in the case of applying for subsidies by presenting inaccurate data, benefiting over 42 thousand euros.
