Municipality of Pristina with less budget for next year

The budget projection from the municipality of Prishtina for 2022 will be 90 million 665 thousand euros, said the deputy mayor of this municipality, Muhedin Nushi.

Nushi said that the budget projection for 2022 is one percent less than in 2021.

Further, he said that the municipality of Pristina is not satisfied with the use of the budget for 2020.

Nushi said that important projects are planned for the capital, such as the construction of four schools.

“The use of the municipal budget for 2020 is not satisfactory for our part. Some of the directorates have fully fulfilled their obligation for the procurement part of the projects. We have slowdown of projects without functioning of the PRB. We have important projects for the capital, one of them is the construction of four schools, which was also a project of the World Bank, where this tender is in the PRB ”.

However, as he said, many projects have slowed down due to the non-functioning of the Prosecution Review Body (PRB).

“On the other hand, we have an increase in construction costs, which we are obliged to renegotiate or terminate contracts with economic operators. Therefore, there are some objective reasons that prevent the realization of projects until the end as we have planned. If we talk about the 2022 budget we can talk about the budget projections as we are waiting for the second circular from the Minister of Economy and the Minister of Finance. We are in the process of developing budget plans for next year. “This year, the citizens’ hearing for budget hearings is higher than in previous years”, said Nushi.

“We still do not know which projects will be included in the 2022 budget, but if we talk about projections for the municipality of Prishtina, it will be 90 million and 600 euros, somewhere 1 percent less than in 2021, which has were over 91 million. From the general government grant is projected the value of 19 million 640 thousand euros, additional grants for the financing of the capital which goes to the value of 6% is projected at 11 million 610 thousand, the specific grant for education is projected at 21 million 972 thousand euro, the specific grant for health is projected at 6 million 950 thousand euros and the projection of own source revenues in the amount of 30 million 494 thousand euros, which in total has a value of 90 million 665 thousand euros. “Our obligation is to send the budget approved by the Assembly to the Ministry of Economy and the Ministry of Finance by September 30, and I am sure that the budget hearings, budget planning and budget submission will be successfully concluded,” he said. for EO.

The state complied with everything that was agreed, 12 were invested in "Geox", and 25 million euros were returned to the budget

Siniša Mali, as a guest on Happy TV, pointed out that the President of Serbia, Aleksandar Vučić, initiated the entire mechanism for re-employment of workers from “Geox”.

He points out that the state also attracts capital-intensive projects, research and development centers …

“It is a strategy for the development of economic policy. We want to raise the average salary and raise it. They did not believe President Vučić when he said that it would be 500 euros in 2019, and we exceeded that figure a long time ago. The average salary in May was over 65,000 dinars.” “, stated Mali.

Mali said that in the first seven months of this year, two billion and 72 million euros of foreign direct investments were realized, which is an increase of 30% compared to last year.

He also referred to the increase in the minimum price of labor in Serbia and noted that the state’s position is to increase it despite the pandemic and economic crisis.

“The growth of the minimum wage significantly affects the growth of the average wage in Serbia. We are primarily interested in increasing the living standard of citizens. Our strategy is to increase the minimum wage, increase the average wage and living standard in Serbia.”

He points out that the strategy is for young people not to leave, to give them the opportunity for employment, but also a salary close to the salary abroad.

“The budget for ecology is three times higher than last year”

Minister Mali also spoke about the protection of the environment and reminded that the budget for ecology has been increased three times this year compared to last year.

“Last week, the government signed a contract for the construction of a sewage network, a wastewater treatment plant in 16 local governments with a Chinese partner. A factory that converts waste into energy will be completed in Vinca in a year. The largest landfill is being cleaned, a long process. but we are also aware that this is the biggest black environmental point in this part of Europe. That is why we set out to solve that problem, because it is a systemic solution, “said Mali.

He reminded that the payment of aid within the third package continues, as well as that additional money has been set aside for citizens.

“The full minimum salary in the field of catering and tourism will follow on August 16, while pensioners will be paid 50 euros in September. In November, 30 euros will follow, and in December another 20 euros will help all adult citizens. In total, that means they will receive 80 euros.” all adult citizens, and considering that pensioners receive an additional 50 euros in September, that makes a total of 130 euros for the oldest this year. It is a huge help that is paid directly from the budget, “Mali explained.

He points out that this in no way endangers the public debt, which is currently 56.2 percent in relation to GDP – significantly less than the 60 percent prescribed by the Maastricht agreement.

The MP of the largest opposition party, Floretë Zejnullahu in today’s session of the Assembly of Kosovo, said that this family is treating Kosovo as a monarchy and that the same receive about 33 minimum wages for a month.

“The President of Kosovo Vjosa Osmani and her husband Prindon Sadriu receive tens of thousands of euros only salaries from the Kosovo budget. From the declaration of assets to the Anti-Corruption Agency, this family receives from the Kosovo budget more than 33 thousand euros salary for only 1 year, her husband who has already been promoted in diplomacy receives over 36 thousand euros salary for one year. “So the presidential family Osmani-Sadriu receive from the budget of Kosovo more than 70 thousand euros during a year”, she said./E.Zeqiri

US President Joe Biden aims to “recreate” the US economy, with a $ 22 trillion 2022 budget proposal, at a cost that would inflate the country’s debt to an unprecedented level.

Education, health, infrastructure, climate change, these are some of the priorities revealed in this first draft budget of the American president, which are in line with his campaign promises and the main lines presented in early April, reports ATSh.

“We must seize the moment to recreate and rebuild a new American economy that invests in the promise and potential of every American,” Biden told Congress.

COVID-19 plunged the US into its worst economic crisis since the 1930s, and while the first economy has begun to recover, it is still far from pre-pandemic levels.

The Directorate of Inspection in the Municipality of Prishtina, during the pre-election campaign has imposed fines for all those entities which have not implemented antiCOVID-19 measures during the organization of rallies.

The Director of Inspection in the Municipality of Prishtina, Adonis Tahiri said that a total of 20 fines have been imposed, where so far only 10 of them have been paid.

“A total of 20 fines have been imposed. Vetëvendosje Movement has 7 fines, Democratic League of Kosovo has 5, Democratic Party of Kosovo has 3, Alliance for the Future of Kosovo has 3, Social Democratic Initiative has 1 and New Kosovo Alliance 1. So far 10 fines have been paid out of 20 pronounced in total “, said Tahiri.

Tahiri has shown that the entities that have paid the fine are LVV, PDK and AKR.

“LVV paid 6 out of 7 fines in total, PDK paid 3 and AKR 1. One fine unpaid by LVV is because it arrived later in the subject, either because of the post office either due to the administration and the deadline for its payment has been postponed “, declared Tahiri.

Tahiri added that other fines were transferred to the legal office for further proceedings to the bailiff.

Otherwise, the Alliance for the Future of Kosovo, the Democratic League of Kosovo and the Social Democratic Initiative, have so far not made any payment of fines imposed by the Directorate of Inspection.

We recall that the fines imposed were in the amount of 2 thousand euros, where according to this, out of 20 fines imposed in total that 10 of them were paid, 20 thousand euros were added to the budget of the Municipality of Prishtina.

In the Law on Minor Offenses in article 30 which talks about the deadline for payment of the fine, it is stated that the shortest deadline for payment is 15 days, while the longest is 90 days.

“In the decision for minor offense, which determines the deadline for payment of the fine, which can not be shorter than fifteen (15) days, and longer than ninety (90) days from the date of the final decision , while in reasonable cases, depending on the amount of the fine and the economic situation of the defendant, the minor offense body or the court may determine that the minor sanction, imposed with a fine, be paid in installments, but that the payment deadline cannot be life longer than six (6) months ”, it is stated in the Law on Minor Offenses.
