Deputeti i Lidhjes Demokratike të Kosovës (LDK), Avdullah Hoti, ka kritikuar Qeverinë lidhur me informimin e publikut për propozimin franko gjerman,

Përmes një postimi në profilin e tij zyrtar në rrjetin social Facebook, Hoti tha se, debati formal për dialogun duhet të sillet në Kuvend “për të siguruar transparencë për këtë proces të rëndësishëm dhe për të ndërtuar konsensusin politik”.

“Nëse Qeveria vlerëson se ky propozim është bazë e mirë për të lëvizur më lehtë drejt normalizimit të plotë të marrëdhënieve mes dy shteteve dhe njohjes reciproke, do të duhej të informohej Kuvendi dhe publiku në mënyrë që të sigurohej konsensusi politik dhe shoqëror. Për më tepër, informimi i Kuvendit nuk është në diskrecion të Qeverisë, por është obligim kushtetues i Qeverisë ndaj Kuvendit pavarësisht se çfarë mendon Qeveria për këtë propozim”, ka shkruar Hoti ndër të tjerash.

Deputeti i LDK-së, Avdullah Hoti, ka dalë kundër dy projektligjeve që pritet të diskutohen në seancën e kësaj të enjteje në Kuvendin e Kosovës.

Sipas tij, projektligji që cakton marzhat tregtare për produktet themelore ushqimore dhe projektligji që merret me kontratat për investimet publike do t’i japin goditje të rëndë ekonomisë së tregut të lirë, transmeton Zeri.info.

Shkrimi i plotë i Hotit:

Dy projektligje, që do të diskutohen të enjten në Kuvend, do t’i japin goditje të rëndë ekonomisë së tregut dhe konkurrencës së lirë në Kosovë.

Projektligji i parë cakton marzhat tregtare për produktet themelore ushqimore (drithëra, miell, bukë, oriz, pasta, vaj ushqimor, kripë, vezë, sheqer etj.). Po ashtu, cakton çmimin maksimal, si dhe i detyron tregtarët të mbajnë rezerva në depo dhe masa tjera që mund t’i teken Qeverisë.

Një qasje e tillë e kufizimit të konkurrencës mund të vlejë vetëm kur shpallet gjendja e jashtëzakonshme.

Në situata të luhatjes së madhe të çmimeve, siç është situata tani me inflacion të lartë, duhet përdorur mekanizma të tjerë. Mekanizmi i parë e prek anën e ofertës: (1) ulja e ngarkesave tatimore dhe akcizave, të cilat ulin drejtpërdrejt kostot e furnizimit, si dhe (2) subvencionimi i energjinë në veçanti. Mekanizmi i dytë e prek anën e kërkesës, duke mbrojtur të ardhurat e familjeve përmes: (1) indeksimit për normën e inflacionit të pagave në sektorin publik, pensioneve dhe ndihmave sociale, si dhe (2) rritjes së pagës minimale në ekonomi.

Çdo formë tjetër e ndërhyrjes në treg e shkatërron konkurrencën. Nëse ka vlerësime se po bëhen abuzime me çmime, atëherë duhet aktivizuar Autoritetin e Konkurrencës dhe Inspektoratin e Tregut.

Nëse ky projektligj miratohet kështu siç është përgatitur nga Qeveria, do të falimentojnë tregtarët e vegjël dhe të mesëm. Në treg do të mbeten vetëm disa tregtarë të mëdhenj, të cilët mund të përballojnë marzhat shumë të ulëta për shkak të ekonomizimit të shkallës që tanimë e kanë arritur. Sapo të falimentojnë tregtarët e mesëm e të vegjël, të mëdhenjve do tu rriten shitjet dhe fitimet. Ky do të jetë efekti në përfundimtar i këtij projektligjit, krahas çrregullimeve masive në ofertë në afat të shkurtër.

Projektligji i dytë merret me kontratat për investimet publike. Sado që çështja është e arsyeshme, pasi investimet publike kanë ngecur, projektligji krijon kaos në kontratat publike. Në projektligj nuk ka qartësi si definohet inflacioni në çmimet e materialeve në kontrata. Nuk dihet sa duhet të jetë inflacioni në mënyrë që të kompensohet operatori. Lista e materialeve, për të cilat operatorët do të kompensohen, është arbitrare. Lejohet mundësia që të kompensohen operatorët edhe për makinerinë që e kanë blerë, e cila nuk do të shërbejë vetëm për kontratën ekzistuese, por edhe për punë të tjera në të ardhmen që kryen operatori ekonomik. Lejohet mundësia e shkëputjes së kontratave nëse operatori nuk pajtohet me vendimin e autoritetit kontraktues, e shumë anomali të tjera.

Anomali në vete është Opinioni i Ministrisë së Financave për ndikimin buxhetor të këtij projektligji. Sipas projektligjit, kostoja e kontratave mund të rritet deri në 20%. Por Ministria thotë se ky projektligj nuk krijon kosto shtesë për Buxhetin e Republikës së Kosovës.

Qasja e duhur për të adresuar problemin e investimeve të ulëta kapitale është duke amendamentuar ligjin për prokurim publik: duke indeksuar vetëm çmimet e materialeve ndërtimore sipas çmimit mesatar në bursë, dhe vetëm këtë herë. Çdo qasje tjetër shkakton kaos dhe krijon hapësirë për abuzime.

Ish-kryeministri Avdullah Hoti, ka kritikuar Qeverinë e Kosovës për rritjen e subvencioneve ndaj ndërmarrjeve publike.

Sipas tij, në Qeverinë Kurti, janë rritur për gjashtë herë subvencionet nga buxheti për këto ndërmarrje, e që po përdoren më shumë për të larguar punëtorë nga puna.

“Çudi me këtë Qeveri. E ka ndaluar “gjakderdhjen financiare” të ndërmarrjeve publike, por për periudhën janar-qershor 2022, i ka rritur për gjashtë herë subvencionet nga buxheti për këto ndërmarrje – nga 1.92 mil euro më 2021, në 12.39 mil euro sivjet.

Prime Minister Albin Kurti has appointed Andin Hoti chairman of the Government Commission on Missing Persons.

The former chairman of the LDK, Isa Mustafa, spoke about the report of the American Department of Energy for the management of Ujman, which yesterday the US Embassy submitted to the “Kurti” Government.

Ujmani is an artificial lake built on the bed of the Ibar River in northern Kosovo.

Implementation of a river commission and evaluation of river services. Establishment of a commission on the Ibar River which will support the operations of regional actors and coordinate the operations of the river. A river commission would support discussions between the parties on water resources management options, including taking action by the parties to directly affect water supply and river services for both parties.

For this, the US has said it has revised nine cross-border river agreements in Europe. According to the US, none of these European agreements cover the regional challenges of the Ibar River. Improve the predictability of water supply.
