From the middle of 1944 to the beginning of 1945, the people of this area participated in the mass rescue of Allied pilots whose planes were shot down by German troops stationed in western Serbia and eastern Bosnia.

At the invitation of the Yugoslav Army in the Homeland, the people of Zlatibor rescued the downed pilots, took care of them and safely took them to the improvised airport in Pranjani near Čačak, from where they flew by American planes to the allied bases in liberated Italy.

This information board was solemnly unveiled by the President of the Municipality of Cajetina Milan Stamatovic and the President of the Operation Halliard Association, retired Lieutenant Colonel of Aviation John Capello, and then a ceremonial academy was held in the hall of the Cultural Center. .

– The municipality of Cajetina joined the celebration of the 77th anniversary of the rescue of Allied airmen in the Second World War, when the Serbian people and soldiers and officers of the Yugoslav Army in the Homeland in 1944 and 1945 accepted and evacuated more than 550 downed Allied airmen. Ana Brnabic would rather be known for her political work on e-government than for her sexuality. “Hopefully this will be over in three or four days and then I’ll no longer be known as a gay minister,” she said when she was appointed to the Serbian cabinet last year.

Now Ms. Brnabic has even less chance of fulfilling her wish. Serbian MPs approved her appointment as Prime Minister Thursday evening, placing the conservative Balkan state in a small group of countries – most of them liberal and Western European – with openly gay leaders.

Her nomination had aroused admiration among pro-Western commentators in Serbia, both for her reform-oriented policies and for her personal profile. It “strengthens the country’s strategic orientation towards the European Union,” said Bosko Jaksic, commentator for the Belgrade daily Politika.

But it also raised eyebrows – both because of the EU candidate country’s mixed record on LGBT rights and because of Ms. Brnabic’s political inexperience. Observers wonder how much autonomy she will enjoy and whether her promotion hides a power consolidation by President Aleksandar Vucic, the former prime minister who was elected president in a landslide vote in April.

In a region of young democracies where nationalist rulers have steadily increased their power over political institutions, skeptics believe that appointments like Mrs Brnabic’s are the illusion of political change while powerful party leaders retain ultimate control.

Serbia is a largely Orthodox Christian country, where activists for the rights of homosexuals complain about deep-seated homophobia: the authorities only recently allowed gay marches in Belgrade after a three-year absence.

“It would be a big mistake to believe that this would make Serbia a kind of leader in the field of human rights or. . . LGBT rights, ”said Stefan Sparavalo of Da Se Zna, a Belgrade-based LGBT group.

Ms. Brnabic’s rise to notoriety was quick. After years of working on renewable energies and USAID-funded projects, she was appointed Minister of Government Administration just a year ago. Although she had never held an elected office, she was quickly praised for modernizing the Serbian bureaucracy.

But she has no party affiliation and analysts say she needs close collaboration with her political patron, Vucic. Although the Serbian Constitution does not specifically provide for such a role for the president, Vucic is expected to remain the de facto leader.

The sweeping election of Mr. Vucic cemented his position as the dominant force in Serbian politics. It also strengthened its role as the leader that Western partners rely on to guarantee stability in the Balkans, despite its concerns about its near-monopoly in decision-making and its close ties with Moscow.

Almost all of Mrs Brnabic’s fellow ministers are leftovers from the previous cabinet, including several prominent Kremlin-friendly figures, which underscores the continuity with Mr Vucic’s government. As Mrs Brnabic herself admits, she will consult closely with Mr Vucic on the most important issues: “After all, it is he who has given the government the direction,” she told Serbian television.

She will also share some duties with Deputy Prime Minister Ivica Dacic – a pro-Russian political veteran who in recent years has loudly criticized the EU’s efforts to promote LGBT rights. He will lead “essentially the political part” of the government, said Vucic.

Ms. Brnabic “was nominated by Vucic and was never elected to office, so she will suffer from a lack of legitimacy within Vucic’s own coalition,” said Loïc Trégourès, Balkan specialist at the University of Lille. “She owes Vucic in a way, so it’s hard to expect real autonomy from her outside of her specific area of ​​responsibility.”

Andrius Tursa of Teneo Intelligence says the appointment of Ms. Brnabic does not herald a change, but highlights how Mr. Vucic “has created an unprecedented concentration of power since the rule of Slobodan Milosevic in the 1990s”.

This reflects a broader regional trend, with party leaders wielding decisive power while less experienced prime ministers operate within tight political constraints. Jaroslaw Kaczynski, the leader of the ruling Polish party, is widely considered to be the country’s most powerful leader, not the prime minister. In Romania, ruling party leader Liviu Dragnea replaced his prime minister last week, allegedly for poor performance.

“This presidency already existed under [former president Boris] Tadic. It’s not new, but under Vucic, given his rather authoritarian rule, it will likely be pushed further, ”said Trégourès.

Doubts aside, Mr Sparavalo – the LGBT activist – remains optimistic. “Pink-washing or not, if normal Serbs see a woman and a lesbian at the top in the national interest, it could really call their perception into question,” he says.

Three years after its last deal with the International Monetary Fund (IMF) was suspended because of its budget waste, Serbia finally has a new $ 1.2 billion.

That should be the hard part, and investors are waiting for all the details of the promised reforms. Nonetheless, the Serbian government has repeatedly expressed its determination and some of the assets for sale are likely to generate international interest.

The IMF Executive Board approved the Triennial Preventive Stand-By Arrangement (SBA) on February 23, announcing that the program had three main objectives: fiscal consolidation, strengthening the financial sector, and increasing competitiveness and growth through structural reforms.

From a statement by David Lipton, the Fund’s first assistant manager:

“The Serbian economy is facing severe fiscal imbalances and entrenched structural weaknesses in the context of slower growth and adverse regional spillover effects. The authorities’ program, supported by the Fund, provides an opportunity to restore public debt sustainability, rebalance macroeconomic policies, strengthen financial sector resilience and improve competitiveness and medium-term growth potential. “

Last year, Serbia recorded the largest consolidated budget deficit in Europe at 6.6 percent of GDP (the consolidated figure was probably even higher), while debt exceeded 70 percent, well above the theoretical legal limit of 45 percent.

Serbia’s latest IMF deal, a $ 1bn SBA, the current administration says it is picking up the pieces.

The IMF praised government reforms over the past year, including labor and pension laws, and its ownership of budget cuts. While some felt this was not yet as far-reaching as hoped, the Fund endorsed the target of reducing the debt ratio by 2017 and called for the usual calls for “improving the framework for public finance management”.

As in many other countries in the region, Serbia has seen an increase in the non-performing loan ratio in recent years, and the Fund welcomed the government’s commitment to design and policy.

It stated that the pressures on the economy by tightening fiscal policy could be offset by easing monetary policy, a path the central bank has already taken as inflationary pressures have eased. The country is also benefiting from exchange rate flexibility, added Lipton – although the dinar’s weakness has caused some concerns in recent years.

While the IMF’s comments were bullish, investors will be interested in a clearer roadmap for the Fund’s three objectives – consolidation, fiscal stabilization and reform.

“The confirmation of the precautionary agreement by the IMF is positive in the short term, especially with regard to offsetting the EUR / RSD upward pressure,” Ivana Kovacic, analyst at Hypo Alpe Adria, told beyondbrics.

“However, we believe that the IMF wants the sovereign to go the way and not just talk the talk. From our point of view, closing the deal was “the easier” step. The challenge is to keep the deal going for the next three years and get serious about any necessary consolidation measures. In that regard, we are waiting for the IMF’s Article IV consultation to see all the austerity measures the Fund would like to see. “

Significantly, the Fund’s opinion emphasizes the importance of restructuring state-owned enterprises both as a means of reducing budgetary pressures and as a structural reform measure. The government has drawn up a list of more than 500 companies to be privatized and in November Economy Minister Zeljko Sertic told beyondbrics that the program was on the right track and was attracting great international interest.

Kovacic says this process has “not been going as smoothly as planned so far”.

“We are skeptical of the country’s plan to complete the restructuring of state-owned companies this year, taking into account sensitive issues (such as optimizing the number of employees), and therefore see the risks that arise from this.”

Some in Serbia fear that the layoffs in the public sector, likely resulting from privatization and restructuring, could lead to protests such as those that have seen across south-eastern Europe in recent years. However, Milan Parivodic, a former economic minister who is now acting as an adviser to investors in Serbia, says small demonstrations that have surfaced are unlikely to snow.

Parivodic informed beyondbrics that Sertic had assured him that privatizations would take place.

“The government has every interest in promoting privatization one way or another,” said Parivodic. “Serbia is simply unable to extend this process, it must be completed, the government is determined to implement this, and I understand that the IMF has recognized this intention with the credit confirmation.”

Telco Telekom Srbija and pharmaceutical company Galenika are likely to be among the more attractive assets on the block, while Prime Minister Aleksandar Vucic has mobilized Chinese interest in engine and tractor manufacturers. Other assets are likely to be less attractive.

“There could be interest from European, American, Chinese or Indian investors, but Russia is too consumed by its own turmoil,” said Parivodic. “The advantage is that Serbia offers duty-free access to a huge market with hundreds of millions of people, mainly in the EU, but also in Russia, EFTA and Turkey, as well as regional markets. The skilled workers are also very important. Risks arise mainly from bureaucracy. “

Serbs and investors alike are now waiting for the government to take the next steps.
